To be chosen from the 22 participating countries (Austria, Benelux, Bulgaria/Serbia&Montenegro, Croatia/Slovenia, Denmark, Finland, France, Germany, Greece, Hungary, Italy, Norway, Portugal, Republic of Ireland, Romania, Spain, Sweden and Switzerland. We reproduce hereunder the contents of Circular letter No. 12(1)/2007-TO.I(C) dated 29th March, 2008 received from Deputy Director, Government of Pakistan, Directorate General of Trade Organization, Ministry of Commerce, Islamabad on the above subject:-
Rule 11(5) of the Trade Organization Rules, 2007 states that the membership shall be renewable on annual basis subject to fulfillment of following conditions, namely:-
i) Payment of prescribed subscription within the time stipulated in the memorandum, which shall not be later than 31st of March: and
ii) Proof of filing return of income tax and sales tax, if applicable, for the preceding year
The Federal Government is in receipt of several requests from different Trade Organization stating that they are not in a position to finalize renewal of membership by 31st March, 2008, as the entire membership of the Trade Bodies has to be re-arranged into Corporate Class and Associate Class. This is a time consuming exercise and hence they have requested for extension in the date of renewal of membership.
The Federal Government in exercise of powers conferred under Section 34(2) of the Trade Organization Ordinance (LXXI of 2007) is pleased to allow extension in the date of renewal of membership upto 30th April, 2008. No further extension in the date of renewal will be allowed on any ground.
Those members who have not yet renewed their membership are advised to renew their membership for the year 2008-09 latest by 30th April, 2008.

Now a days, the country is facing acute shortage of Atta and coming crop, according to experts, is going to produce low yield, therefore, the Atta shortage crisis will remain there in days to come. Though, the Government has planned to import 15000 tons of wheat but it will take time to reduce the prices of Atta. The industrial workers working in the factories of Sialkot, being low paid employees, have been very badly affected and it is high time for the businessmen/exporters of Sialkot to help them out in this very crucial time. Due to irrational price hike of Atta, it has made the life of people, earning low income, miserable. In order to provide relief to the workers, the Sialkot Chamber of Commerce and Industry suggests its members to provide wheat to the workers for storage for at least one year, the cost of which could be recovered from wages/salaries of workers in easy monthly installments. Purchase of wheat early during this harvesting season will be much cheaper and will save the workers from buying wheat at higher rates later on.
I hope the members will positively consider the proposal on humanitarian grounds and help their workers in difficult time to minimize the miseries of their life.

The United Nations Industrial Development Organization (UNIDO), Trade Development Authority of Pakistan (TDAP) and Sialkot Chamber of Commerce & Industry (SCCI) are organizing one-day workshop on SME cluster development in Sialkot on June 11, 2008.
The workshop aims to bring together entrepreneurs representing different clusters and other concerned stakeholders to brainstorm the way forward for Sialkot, and propose approaches to enhance production base, improve competitiveness, attain greater economies of scale, create new employment opportunities, and address other global challenges using cluster development methodology.
The outcome of the workshop is expected to be the launching of cluster development programme in Sialkot initially for three clusters: Surgical goods, Leather gloves and Soccer ball.
This exercise is an outcome of United Nations Industrial Development Organization (UNIDO cluster development programme initiated in Pakistan in 2001.

QUOTE "It is perceived as major irritant that refunds due to taxpayers are not issued promptly due to many reasons. An effort was made by the undersigned, after assuming charge as Director General, Regional Tax Office, Sialkot on 16-11-2007, to issue refund vouchers through:
a) Chambers
b) Association of Trade bodies
c) Bar Associations
d) Traders Associations
in a transparent system. The focal point of this system is integrity. This mechanism helps to remove the irritants faced by taxpayers in the past.
2. Myself and my colleaques have chalked out a strategy to issue all pending refunds pertianing to tax year 2007 before 30-06-2008. This task cannot be accomplished without your cooperation. It is requested that a list of pending cases may be perepared, in consultation with members of your association and forwarded to the undersigned by 13-06-2008. The members may also be advised to fill-in enclosed application for refund and relevant documents should be annexed with it. It will help us to accomplish the task well in time.
3. I will take this opportunity to share with you that we have plan to create our "Website", inshallah, to show the pendency of refunds, if any, for the facilitation of all stakeholders w.e.f. 01-07-2008. All stakeholders will have access to it. Further, to ensure transparency and fairness, it is desired to issue all refunds on, "first come first served" basis.

In order to facilitate the tax defaulters, the Federal Government has announced amnesty scheme under SRO 511(I) / 2008 dated: 05-06-2008 to exempt whole of the amount of default surcharge and penalties payable by a person against whom amount of sales tax or federal excise duty is outstanding on account of any audit observation audit report, show cause notice or any adjudication order or claimed inadmissible input tax adjustment or refund or drawback due to any reason, subject to the condition that the outstanding principal amount of sales tax or federal excise duty is paid by 30th June 2008. CIRCULAR
SUBJECT: REVISED TIME FRAME FOR HOLDING OF ELECTIONS OF THE EXISTING TRADE ORGANIZATIONS FOR THE YEAR 2008 2009
In pursuance of the provisions of Trade Organizations Ordinance, 2007, work relating to grant of fresh licences to existing trade organizations is underway and the ETO's are in process of making up deficiencies and completion of lacking documents. In this regard, Federation of Pakistan Chambers of Commerce & Industry and its federating units have requested for more time to remove deficiencies.
The Federal Government has, therefore, decided to allow more time to Trade Organizations to complete the statutory / mandatory requirements for grant of licenses. The Federal Government in exercise of power conferred under section-34(2) of the Trade Organizations Ordinance, 2007 is pleased to make following order:-
ORDER
i)The elections of Trade Organizations except FPCCI for the year, 2008-2009 shall be held during the period from 1st October to 30th November, 2008 and the newly elected office bearers shall assume charge of offices w.e.f. 1st December, 2008.
ii)The election shall be held on the basis of voters list up-dated as on 31st July, 2008.
iii)The elections shall be held in accordance with Election Rules and procedure as given in Rules, 16 to 21 of the Trade Organizations Rules 2007 subject to time frame adjustments necessitating due to revised election period.
iv)Elections will be held to elect such number and classes of members of Executive Committee and office bearers as contained in the draft (New) Memorandums and Articles of Association submitted by E.T.Os, so long as they are consistent with Rule-23 containing provision of Organizational Structure of Chambers, Associations, Women Chambers and Town Associations.
v)The tenure of all office bearers, so elected, shall expire on 30th September, 2009. The tenure of offices of the members of Executive Committee shall depend on the result of balloting held to ascertain as to which half of them shall stand retire on expiry of first year.
